Apex Systems, a national leader in technical staffing, is searching for a Senior Business Analyst for a large client in Indianapolis, Indiana. This Business Analyst will work at the highest level of initiation and implementation phases of information systems analysis while considering the technical and/or business implications of the application of technology and/or improved processes and policies to the current and future business environment.

Essential Duties/Responsibilities:

  • Establish and maintain positive working relationships with CSB-IT staff, other county/agency staff, and/or contracted resources.
  • Perform analysis of potential system changes as assigned by the BA Manager and present findings according to the Triage process.
  • Document and analyze Federal Regulations, State Codes and related sites to determine impact to assigned projects.
  • Work as a member of a project team acting as a business analyst for large scale technology projects.
  • Contribute as a team member on all projects following the current governance processes and procedures.
  • Utilize the IBM Rational Tool Suite for projects following the current governance processes and procedures.
  • Communicate information to stakeholders including presentations and meetings facilitation.
  • Facilitate business requirements elicitation and functional design sessions as part of the software development life cycle.
  • Document requirements and functional design using IBM Rational tools according to the current governance processes and procedures.
  • Capture action items and key decisions during requirements gathering and functional design.
  • Analyze business processes and workflows and make suggestions for improvement.
  • Facilitate meetings and conducts outreach, training and policy discussions with stakeholders.
  • Create project documentation including meeting minutes, deliverables, project status reports and presentations.
  • Facilitates the delivery of technical and non-technical business solutions to stakeholders.
  • Support all aspects of User Acceptance Testing (UAT) and work closely with project team to ensure System Testing and User Acceptance Testing (UAT) is complete and accurate.
  • Work with CSB-IT staff and county/agency staff, to meet their business and technical needs.
  • Communicate project issues and risks to project manager and propose solutions.
  • Analyze project data and provide recommendations for project and quality improvements.
  • Train, advise and mentor Intermediate Business Analysts on ISETS functionality, roles, responsibilities and governance manual policies procedures;
  • Maintain project artifacts according to the CSB document management strategy.
  • Identify lessons learned to continually improve SDLC processes and procedures.
  • Assist BA Manager with BA management activities.
  • Work with BA Manager to establish performance expectations.
  • Perform related duties as assigned.

Job Requirements:

  • Advanced knowledge of the Title IV-D federal regulations and policies.
  • Advanced knowledge of child support business systems and industry requirements.
  • 5 + years of Business Analysis experience.
  • 5 + years of experience in the Child Support Program at the federal, state or county level.
  • Proven analytical skills.
  • Excellent written and verbal skills.
  • Strong communication skills including report writing, meeting facilitation, and process documentation.
  • Thorough knowledge of the application of SDLC process tools and best practices.
  • Thorough knowledge of Microsoft products such as Outlook, Word, Excel, PowerPoint, SharePoint.
  • Thorough knowledge of the IBM Rational CLM tools.
  • Thorough knowledge of technical problems and solutions as they relate to the current and future business environment.
  • Demonstrated broad knowledge of child support functions at both the state and county level.
