DAS-BEST and the Enterprise Licensing Management System (ELMS) Steering Committee seek a Business Analyst to document business requirements, review business processes, map data elements, assist with system configuration/implementation tasks and facilitate project deliverables for the COTS ELMS. The ELMS user community spans multiple State agencies including current and potential new agencies listed:

Department of Banking (DOB)

Department of Agriculture (DOAG)

Agricultural Experiment Station (CAES)



The ELMS system functions include all aspects of credential administration not limited to the following:

  • Credential application and renewal processes
  • Online self-service portal functions
  • Complaint, violation, and Case management
  • Fees, fines, and revenue processing
  • Inspection management
  • Statistical and productivity reporting
  • Contact database management
  • Document management and storage functions




The ELMS Steering Committee is seeking Business Analyst (BA) in the form of a Business Analyst Level 2. (Contract Agreement 14PSX0338) The contracted BA is needed to work with the ELMS project teams on multiple efforts to implement new feature enhancements, expand new agencies, and execute process improvement configurations.

Specific Services Required

Mobile Inspection project

  1. Work with the agency stakeholders and subject matter experts to become familiar with the current licensing system.
  2. Provide detailed inspection process design and configurations services as necessary for implementations of the mobile solution
  3. Provide traceability and test scripts to facilitate user acceptance testing.
  4. Design and/or delivering reports, spreadsheets, correspondence, presentations, business cases, change requests, current/proposed process workflows, test cases, and end-user guides to support the ELMS initiatives.
  5. Work within the project teams to assist with implementation configuration, testing, and training as necessary.
  6. Work closely with DAS-BEST technical teams and provide input into the solution design as per business requirements
  7. Assist the selected vendor through implementation of the new solution
  8. Document “to be” processes for each division as the mobile solution is implemented
  9. Provide knowledge transfer to state personnel as needed.


Skills and Qualifications


The qualified candidate must have a minimum five (5) years of demonstrated Business Analyst experience including:


  • 5 years of business analysis experience involving large-scale web or multi-platform applications.
  • Ability to participate in multiple small projects simultaneously
  • The ability to verify that requirements are testable and to generate testing objectives;
  • Working with diversified internal and external stakeholders of varied levels of business knowledge and skills;
  • Experience with SQL query tools;
  • Developing business process, data, and workflow modeling;
  • Developing gap, cost, and risk analysis;
  • Experience with data mapping for conversion;
  • Proven written and verbal communications skills;
  • Experience with COTS software implementations and configuration;
  • Experience with stakeholder facilitation and  business process reengineering sessions
  • Ability to identify and recommend process efficiencies;
  • Proficiency with MS-Office tools including MS-Visio, Project, and PowerPoint;
  • Familiarity with customer facing web portal’s;
  • Familiarity with government licensing, inspection, or permitting process is a plus.




Work Schedule: All work will be performed in eight (8) hour shifts, 5 days per week, between 8:00am and 5:00pm on normal scheduled business days (Monday to Friday), excluding State holidays and furlough days.  Payment will be on a time and material basis and paid only for hours worked. The primary work location will 55 Farmington Ave. Hartford CT, with regular travel to State agency locations within the Hartford city limits. The anticipated start date for this position is July 9, 2018 and the duration is six (6) months with potential extension. There is limited number of parking permits available for consultants and there is a wait list so parking is the responsibility of the consultant. 


State Resources and Oversight: Oversight for this position will be through the DAS-BEST assigned Project Manager (PM) and DAS-BEST Manager of Enterprise Applications.  The BA will be responsible for regular reporting to the PM and may be asked to participate in project steering committee updates.  Non-performance of assigned duties will result in termination. 


The consultant will be required to travel to other CT State Agency offices.  The consultant will provide their own transportation to these meetings.  Per the above referenced contract, no travel expenses shall be paid by the State.


The consultant(s) will:

  • Provide timely delivery of all assigned tasks
  • Work with the ELMS program manager in managing project deliverables
  • Use the DAS-BEST-supplied SharePoint site to store and collaborate on project documentation;
  • Be responsible for reviewing project tasks, schedules, and resources and make changes or additions, as appropriate; measuring and evaluating progress against the Project Management Plan (PMP) with DAS-BEST;
  • Address and resolve deviations from the PMP;
  • Participate in regularly scheduled project status meetings;
  • Prepare and submit weekly status reports to the DAS-BEST PM;
  • Follow the project change control procedures;
  • Review of deliverable materials submitted to DAS-BEST;
  • Provide documentation and transition work to state employees at end of engagement
