Business Analyst:
 
 
 
Essential Job Responsibilities:
 
  • Assists in the development of technical standards, policies, and workflow to meet the needs of customers, peers, and client.
  • Formulates and defines system scopes and objectives through fact-finding combined with a basic understanding of user needs and business systems.
  • Creates process change through the integration of new work flow by integrating them with existing ones and communication of changes to impacted parties.
  • Analyzes business and user needs, document requirements and devises new technical business system solutions, or revises existing system logic difficulties as necessary;
  • Translate complex/technical concepts and needs to non-technical Business owners /users for validating functional objectives, and from users to technical teams to achieve success in construction of system modules/processes;
  • Develops or modifies moderately complex information or systems processes;
  • Facilitates the delivery of technical business solutions both internally and externally;
  • Understands state and federal administration requirements such as, but not limited to, various financial and programmatic reports, award letters, and contracts;
  • Performs technical assistance through various computer systems to internal and external customers;
  • Develops test cases and executes testing on delivered system functionality to validate that system meets agency and user needs;
  • Assist with providing training sessions in regards to the grant management system;
  • Create documentation for the system workflows;
  • Plan, develop, organize, write and edit operational procedures and manuals; and

 
Requirements:
 
  • Three years of experience or combination of higher education in related field and experience;
  • Advanced knowledge of business systems, industry requirements, and processes;
  • Extensive knowledge of grants, the grant application process and rules and regulations pertaining to grants applicable to assigned programs;
  • Working knowledge of programs, program planning, public administration and the political system as they relate to the grant process;
  • Advanced knowledge of technical programs and solutions as they relate to the current and future business environment;
  • Considerable knowledge of project management theories and practices and the ability to apply the knowledge;
  • Strong ability to communicate orally and in writing;
  • Strong familiarity with government and foundation contracting, grant proposals, and reporting processes;
  • Ability to solve practical problems and deal with a variety of variables in situations;
  • Must possess superior oral and written communication skills.  Should be comfortable speaking by telephone and in person for daily operations;
  • Ability to prepare and write internal/external correspondence and reports of technical or specialized nature;
  • Ability to assist grant staff with federal, state and local contacts to retrieve required information via telephone, e-mail and web based systems, as required.

 
Previous Work Experience Required:
 
Experience creating technical and functional requirements, developing user test cases, and implementing business information systems related to Grants Management Online Systems.
 
Served in a Liaison Role between Contractor/Owner of technology systems/application code and Business Partners acting as a communication conduit between intensively technical IT resources (developers/engineers/data administrators) and Business (process/functional) owners to bridge language and knowledge gaps of Project teams.
 
 Helpdesk, technical and user manual development documentation, User training and project lifecycle repository management for online technology systems.
