MAJOR RESPONSIBILITIES/ESSENTIAL FUNCTIONS
Manages projects. Builds work breakdown structures and translates them into project schedules with identified dependencies and milestones. Works with project teams to develop accurate estimates and ensures that criteria for the completion of deliverables are well documented. Provides support for strategic planning engagements.
Helps design and document strategic planning processes. Identifies customer's needs and issues. Provides solutions to complex problems through analysis, identification of problems and opportunities for improvement. Researches and provides information required for solution alternatives analysis and discussion.
Conducts both qualitative and quantitative analysis. Synthesizes data from different sources and data types. Produces requirements documents for developing solutions. Produces written and process improvement documentation and diagrams. Facilitates small problem brainstorming/discovery sessions.

Job Qualifications
Minimum Education (Indicate minimum education or degree required.)
Bachelor's degree in business administration, economics, operations research, public health administration, or other related field OR four (4) years of experience in a directly related field.
 
High School Diploma or General Education Development (GED) required.
Preferred Education (Indicate preferred education or degree required.)
Master's degree preferred.
Minimum Work Experience and Qualifications (Indicate minimum years of job experience, skills or abilities required for the job.)
 
Basic Qualifications:
Minimum two (2) years of analytical experience.
Additional Requirements:
Demonstrate ability to identify issues and trends.
Synthesizes analyses well, and highlights implications of findings.
Demonstrate ability to conduct and interpret quantitative/qualitative analysis.
Possesses technical expertise in some areas.
Must demonstrate effective communication, problem solving, interpersonal, and teamwork skills.
Proficient with PC applications including spreadsheet, word processing, and graphics packages.
Must be able to work in a Labor/Management Partnership environment.
Preferred Work Experience and Qualifications (Indicate preferred years of job experience, skills or abilities required for the job.)
