General Description: Performs independent project and program validation and verification in a cross-functional organization.  Work with project manager(s) to provide an objective assessment of products and processes ensuring project objectives are achieved.  Work involves the independent consulting and oversight of project deliverables to meet internal/external customer objectives and requirements. Work includes the monitoring of the progress of activates to ensure the goals of the project are accomplished within the defined time frame. Work requires working closely with project stakeholders, communicating with management, program management, and other relevant parties. Review project work to ensure it meets quality expectations and is in compliance with policy for reviews and selection methodology.

 

Functional responsibilities:

 

  • Review and consult on project proposal evaluations, and other pertinent information related to selection, implementation and risks.
  • Review project proposals to ensure the quality of the process implementation.
  • Identify and communicate potential project risks and difficulties and recommend strategies to mitigate.
  • Consult and advise project sponsors and project manager on project resourcing.
  • Consult and advise project sponsors and project leads to ensure project deadlines are met and issues are addressed timely.
  • Provide validation and assurance that the service and system accomplishes its intended requirements and produces the expected outcomes.
  • Identify and develop a process to measure the projects conformity to the desired requirements.
  • Review project work to ensure it meets quality expectations and is in compliance with policy for reviews and selection methodology.
  • Monitor and communicate project quality to ensure project deliverables are acceptable and fulfill the terms of the requirements and contract.
  • Consult and advise the project manager and project leads providing project oversight of project /program, or outsourced contracts applying knowledge, skills, methodologies, techniques, and best practices to execute projects effectively and efficiently.
  • Develop and distributes recurring project information/status reports including project budget expenditures to keep ITS management informed on project progress and issues.
  • May be required to assist or perform project/program management
  • Deliver monthly sponsor/executive status reports.
  • Analyze and provide recommendations for continuous improvement of processes, procedures, templates, or guidelines.
  • Provide feedback for project team members.

WORKER SKILLS AND QUALIFICATIONS

Minimum Required:  

 

Education and Training

Graduation from an accredited four-year college or university.  Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis.

Five (5) years’ experience in project management

Three (3) years’ experience in solicitation and contracting validation and verification

  Experience in organizational change management is a plus

License/Certification: Prefer certification as a Project Management Professional (PMP).

Knowledge, Skills and Abilities (KSAs):

Knowledge of: Project management theories and practices including the Project Management Body of Knowledge (PMBOK); the Project Management Life Cycle (PMLC), the Software Development Life Cycle (SDLC), systems and procedures used to evaluate an outsourced third-party vendor's performance; and local, state, and federal laws and regulations relevant to the administration of the project undertaken.

Ability to: Multi-task and manage multiple projects through all aspects of a project's activities in a matrix organization; establish project goals and objectives; analyze complex information and develop plans, budget, schedules, and resource requirements; create PMO required project documents; demonstrate negotiation and facilitation skills; work effectively with project stakeholders and cross-functional team; communicate effectively project information and create project status reports; assign, coordinate/or supervise the work of others to achieve project goals; prioritize project deadlines and monitor the project progress and take action to address project change in scope or schedule; identify project risks and gaps and exercise sound judgment in making critical decisions to reduce or mitigate risk; address identified issues and demonstrate leadership and initiative to implement the solution.
