Performance Measurement/Management Analyst

  • Research, develop, deliver and maintain Performance Measurement metrics for a selection of Cigna Business Units at a variety of organizational levels: from Enterprise-wide measurements across and down to specific performance levels of individual Business Units and/or Markets, Products & Services. 
  • Capture current state ability to collect & measure desired metrics, identify process development/improvements; including an impact /alignment review of other Performance Measurement or Management Systems within Cigna.
  • Responsible for producing outputs of Performance Measurement metrics for designated Cigna Leadership Stakeholders.
  • Responsible for developing next generation of multi-dimensional Cigna Scorecards and/or Operational Dashboards to facilitate delivery and engagement with the new Metrics.
    Scorecards/dashboards should be designed so as to be part of the Business Unit’s management process and drive performance of the Business Units as well as communicate the Value delivery to our Stakeholders.
  • Leverage the existing IT partnerships to design an effective and scalable Performance Measurement System, including a view of a transition state with both automated and manually delivered metrics
  • Define and document a plan to move from current state towards the desired end state. 
  • Includes a fully documented perspective of current and future states, key milestones and a high-level roadmap and maturity model. 
  • Partnership with Cigna Process Engineering Group(s) to facilitate process improvement analysis and strategy to define & capture specific metrics; and to assist in defining and building a value-based Operating Model that supports overall Performance Management.
  • Identify KPI measures to monitor the effectiveness and increased Stakeholder engagement with the evolving Performance Measurement System.

  • Ability to effectively engage with Stakeholders or designates to elicit and gather requirements and/or offer proposed solution(s) as well as share outputs & deliverables
  • Direct hands-on experience with Metrics and KPI’s;   ideally for measuring process or delivery performance
  • A well rounded skill set in multiple areas of Business, Operations, Technology or Service Delivery 
  • Knowledge & experience working with measurement of Delivery, Stakeholder Value, Engagement, Quality, Risk, Asset utilization and other business & service delivery areas
  • Identifiable experience working with Operational and Financial metrics, including SLAs and Cost/Impact KPIs
  • Familiarity with Performance Measurement  software and Management Operating system
  • Strong Business Analysts skills; high competency in collecting requirements and producing documentation for IT development
  • Hands on experience with Data Analysis; identifying & sourcing data, analyzing & manipulating data, presenting results and insights in a logical and useable format
  • Working knowledge of Business Scorecard or Operating Dashboard concepts & development
  • Experience in translating Business process actions into defined measureable components as a basis of constructing viable metrics
  • Experience with translating non-technical Business process drivers & results into measureable, repeatable and actionable metrics 
  • Experience with integrating components of metric generation into ongoing tools & processes to ensure accurate data capture and process adherence
  • Experience developing metrics and KPI’s specifically for Management Reporting; including an awareness of relevance, impact and roll-up relationships to support complex top-down views.
  • Experience with facilitating a highly-focused Delivery Team (globally distributed / matrixed environment), following a quasi-scrum model
  • Understanding of Financial reporting
  • Six Sigma / Lean Six training and experience desired; not required
