IT Principal Consultant - PMO Business Analyst 
The IT Principal Consultant - PMO Business Analyst will assist with the development and maintenance of the SI IT Portfolio framework and IT Governance program.  These activities include project feasibility, performance measurement, project management, and organizational development. 
Required experience
  • Performing gap analysis and trend analysis
  • Determining operational objectives of business requirements
  • Evaluating existing or interfacing systems and provide analysis and recommendations on whether interfaces should be continued or be functionally subsumed
  • Identifying  modifications and improvements to enhance efficiencies and performance of existing system features
  • Identifying core business needs and decompose and document in concepts of operation, briefings and project schedules
  • Documenting business rules and construct use cases and workflow diagrams (as needed)
  • Facilitating meetings between senior level stakeholders, system developers, and product owners
  • Experience in IT Portfolio Management methodologies and processes, tools, strategic planning, trend analysis, organizational reporting and presentations, and identification of performance indicators for the purpose of performance measurements
  • Experience with the Capital Planning and Investment Control (CPIC) process and other IT investment processes and requirements (OMB Exhibit 300, 53, etc.)
  • Experience in developing IT Governance artifacts, such as Business Cases, Project Management Plans, CONOPS, Risk Management Plans, and Functional Analysis artifacts (Cost Benefit Analysis and Alternative Analysis)
  • Supporting various Business Process Re-Engineering (BPR) efforts
  • Supporting IT Strategic Planning, IT Business Roadmap development, and Data Collection
  • Understanding or experience with IT Governance/Oversight (FISMA, FITARA, etc.), Project Planning and Management concepts (Functional Analysis, SDLC, Agile, PMBOK, Requirements Traceability Matrix, etc.) is desired

  • Flexibility is a must, as well as the ability to work in a collaborative team environment.
  • Participate in project planning and schedule development/maintenance activities
  • Providing Weekly and Monthly Status Reporting
  • Providing meeting support (facilitate meetings, prepare agenda, prepare project briefings, present to the stakeholders, document and distribute meeting minutes, and track actions)
  • Support other PMO tasks as assigned
     

Required Qualifications
 
  • Bachelor’s Degree (BS/BA in Computer Science, Information Systems, Engineering, Business, Physical Science, or other technology)
  • Minimum 5-7 years of relevant IT Portfolio Management experience.
  • Minimum 5 years in:
    • Analyzing management, business and technical issues related to program management and information systems
    • Requirements Gathering experience
    • Providing guidance to the business implications of various systems
    • Collaborating on feasibility studies and systems planning\
    • Assisting in formulating systems scope and objectives\
    • Devising and/or modifying procedures for managing complex programs
