An Apex, Defense client is seeking an individual to develop subcontract specifications, work statements, and terms and conditions for the procurement of diverse , low to high value items including but not limited to complex assemblies, systems and equipment, services ,support and specialized materials. This individual should also work to build and maintain supplier relationships and be able to work in a fluid, high volume environment. 
Review solicitations, contracts and Technical Data Packages (TDP’s) for adequacy prior to sending to suppliers for quotations and/or proposals. Prepare requests for information, requests for proposals and requests for quotation (RFIs, RFPs, RFQs).Conduct bidder risk and value assessments, analyze and evaluate proposals and quotations and create compliant procurement packages in order to provide a best value offering to the end user. Manage a high volume of lower dollar, lower complexity procurements in accordance with company directives and work instructions.
Negotiate subcontract provisions and pricing, select or recommend subcontractors, write award summaries and subcontracts. Complete pricing summaries and maintain accurate and compliant sourcing packages in order to execute procurements.

Strong problem solving, negotiation, and organizational skills

Ability to perform effectively, independently, and to quickly assimilate new information, processes and tools.

Proven ability to multi-task and perform in a dynamic, fast paced, changing environment

Demonstrated ability to work in a cross functional team environment Excellent oral and written communication skills

Strong interpersonal skills and a desire to create a positive work environment Excellent keyboard and MS Office skills Desired skills: Prior experience in the negotiation and management of low dollar – high volume Purchase Orders and/ or sourcing of high mix, low volume material Demonstrated ability to act independently and demonstrated success in influencing or achieving critical requirements including those related to cost and schedule performance Working knowledge of the Federal Acquisition Regulations, ITAR, and Import/Export Regulations Experience in various subcontract types including but not limited to T&M, Labor Hour, FFP Education: Bachelor’s degree in Business Administration, Supply Chain or a related field or equivalent combination of education and experience (Bachelor Degree = 8 years of additional applicable experience)
