Project Description:
The Clinical & Systems Transformation (CST) project is designed to improve the quality, safety and consistency of patient care across three British Columbia health organizations: Vancouver Coastal Health (VCH), the Provincial Health Services Authority (PHSA) and Providence Health Care (PHC). The project’s clinical goals are to improve safety, reduce unnecessary work, increase consistency, provide more accurate information, and improve information system reliability and sustainability. Services Required:

• Provides oversight to provider change management efforts, providing guidance on engagement strategies, with particular emphasis on how to successfully transition the system into an operational environment.

• Liaises with local physician champions, ACMIOs, and CMIOs to identify clinical, operational, and financial requirements for CST Cerner.

• Develops and maintains portfolio project plan which aligns with Project Management Office (PMO) standard approach and the overall CST integrated project plan.

• Tracks progress against integrated project plan for their portfolio and ensure all issues and risks are resolved or escalated and ensures mitigation strategies are in place to keep on budget and on time.

• Leads designated provider experience team manager and provider liaisons, sets priorities, assigns work and monitors to ensure teams meet deadlines and objectives.

• Provides leadership and of designated staff

• Ensures that completed deliverables meet all enterprise requirements and are done within budget and timeline.

• Monitors system and workflow design progress and prepares status reports

• Coordinates and enables the efforts of the provider liaison team staff, and external delivery partners to ensure a clinically useful solution that renders measureable improvements to patient care and outcomes.

• Supports translation of provider requirements into technical and workflow-based solutions.

• Facilitates design and validation sessions with physician stakeholders to support system design, configuration, testing, and optimization.

• Provides direction to team manager and provider liaisons to support decision-making processes including assessment, escalation of key decisions and change requests through the project’s governance structure. Manages linkages to the evaluation framework and the required project outcomes.

• Coordinates the completion of Clinical Transformation project deliverables. These deliverables include, but are not limited to:
  • Physician engagement strategies including change management/adoption plan;
  • Program evaluation strategy, plan and summary reports;
  • Strategies for activation readiness & transition to operations including a strategy and plan for clinical informatics capacity and capabilities; and
  • Outcomes and compliance (e.g., CPOE monitoring) reports.


• Asses project risks, identify risk mitigation strategies and monitor risk

• Performs other duties as assigned.
Specific Qualifications or Experience Required:
Must be local and have a Nursing, Health Sciences Professional field, Clinical Informatics, plus seven (7) to ten (10) years’ recent, related experience in project management experience and Cerner.
