Position: Quality Assurance Project Management

Duration: Contract (12 months) with options

Location: Washington DC  

Seeking a Quality Assurance Project Management contractor (labor category: Web Systems, Project Management Support Level 3) for Web Systems to manage Quality Assurance activities, provide web development support and analysis, and other support for various projects and initiatives. Specifically, the manager would need to develop Test Strategies and Plans, develop test scripts for manual and automated testing, manage and lead testing activities and communications, engage external groups for testing in a coordinated effort, and introduce tools for performing tests and audits. This position would also include formulating testing processes and procedures and testing policies that the Web Directorate should follow. In addition, the manager would support the development of other project artifacts and documentation such as progress reports, analytics, data collections, schedules, and presentations as necessary.


Provide support in development activities to include database, website, CMS development and/or configuration using technologies such as HTML5, JavaScript, CSS3, .Net, Drupal, Access, SQL, PHP, etc.


Provide expert support in analysis and reporting of web-related activities and projects throughout the quality assurance aspect of the project life cycle. Communicate complex and/or technical information to a broad range of audiences. Provide managers with objectively based information for making decisions on the administrative and programmatic aspects of Directorate operations to include quality assurance, development, project management, product management and change management processes.




4.1 Manage the development, maintenance, and execution of software quality assurance test requirements, plans, scenarios, cases, and scripts for Directorate projects and programs


4.2 Coordinate the execution of multiple tests such as regression testing for ongoing software upgrades and patches, functional testing for new releases, stress testing, and performance testing. Be able to design, plan, and coordinate manual and automated web, CMS, and application testing


4.3 Ensure software quality assurance test artifacts are up-to-date, repeatable, traceable, and cataloged for reuse within the Directorate


4.4 Participate in requirements and design/development reviews, and/or product planning sessions to proactively validate appropriate usability and testability


4.5 Document test executions and reproduce test results for failed test cases. Log defects diligently and accurately in designated defect tracking tools; define reports to stakeholders who need to make informed decisions about software quality


4.6 Develop and implement testing operational standards, software quality assurance practices and procedures for use by applicable test and development teams based on current test management standards and practices


4.7 Plan architecting, designing, and implementing new and existing testing tools and methods in collaboration with team members, project management, development and subject matter experts


4.8 Perform development tasks for various web applications, websites and systems


4.9 Work independently and employ self-management skills to organize and handle multiple priorities, changing requirements and learning curves


4.10 Collaborate with product owners and business analysts to ensure designs and requirements fulfill quality criteria


4.11 Other project management and contract-related functions as needed.





6.1 The candidate should possess a well-rounded knowledge of project and program management activities, web technologies, and business process skill-sets


6.2 Ability to assess verbal and written communications from key stakeholders and customers, and demonstrate excellent verbal and communications skills


6.3 Ability to work with various documenting tools and systems such as Excel, Word, PowerPoint, Access, MS Project, Visio, CMSs (Drupal a plus) and collaborative/tracking systems (Remedy/Service Now/SharePoint a plus)


6.4 Experience working with HTML5, CSS3, JavaScript, .Net, PHP, SQL, etc.

6.5 Possess excellent problem-solving skills


6.6 Maintain poise and professionalism in all customer and vendor communications (written and verbal)


6.7 Adept at multi-tasking in a fast-paced, high-profile environment


6.8 Ability to evolve skill sets and quickly adapt to new technologies and priorities

6.9 Equally comfortable working on a project team as well as independently


6.10 Excellent organization, planning, prioritizing skills and attention to detail


6.11 Experience working as a Scrum Master to facilitate Scrum Events and remove impediments


6.12 Experience managing Scrum Teams using Jira Agile Tool


6.13 Experience working with 508 tools such as Total Validator


6.14 Experience in various test automation tools like HP Tools Suite, Selenium, SOAP UI and database automation using SQL.
