Project Coordinator/ Right of Way 

Rate: $45/hour on W2 

Year Long Project

At a senior level, coordinates complex negotiations involving real estate purchases, sales, leases, easements and perform property management. Coordinates, monitors, and directs activities associated with projects. Reviews and approves costs related to real estate contractor invoices. This position utilizes in-depth knowledge of best practices and experience in own discipline to provide and improve services. Takes a new perspective to solve complex problems. Works independently and receives minimal guidance. Acts as a resource for colleagues with less experience. May direct the work of other staff members.

- Handles complex acquisitions for land rights to purchase, lease or gain rights of way for the construction and maintenance of new transmission lines, water systems and other projects. Performs acquisition of properties, which involve multiple stakeholders and/or are located in urban areas, requiring knowledge of development codes and other ordinances.

- Is responsible for surveys, appraisals, and other real estate assessments.

- Participates in public hearings regarding real estate acquisition including public information meetings, zoning and permitting hearings.

- Coordinates and monitors projects worked on by contractor real estate/right of way agents. Reviews invoices, analyzes costs and recommends payment for work performed.

- Performs analyses to determine essential or non-essential nature of lands owned in fee by company. Performs research to obtain comparable sales for determination of fair market value of real estate. Conducts bid sales on non-essential lands. Provides solutions to real estate valuation problems.

- Reviews title; cures title problems and solves closing issues; examines other documents to assist in the development of contracts, agreements, and the like; may prepare necessary documentation for the acquisition or disposal of easements or property owned by the company.

- Responds to complex landowner concerns and requests by finding and interpreting client easement rights through the IREMS system, coordinating with transmission line department to determine feasibility of such requests and proposals, and negotiates with landowners regarding miscellaneous requests such as company’s help/assistance with certain services (ie. build a road, put in a culvert, and move a transmission line)

- Establishes land inventory systems and trains less senior personnel on maintaining the system.

- Reviews, evaluates, and maintains a working knowledge and inventory of client's easement assets. Recommends actions to improve the quality of right-of-way to facilitate current and future construction.

- Maintains working knowledge of GIS techniques to provide GIS and mapping support to provide easy access to real estate information for internal staff, customers, and outside contractors.

- Resolves complex encroachments on company lands. Drafts contracts, legal documents, deeds, board items, etc. May have complete responsibility for encroachment resolution program budget, including development of long range plans and strategies for encroachment resolution programs and cost cutting strategies.

- Ensures environmental assessments are performed. May coordinate and/or assist/participate in assessments.

- Prepares board agenda items, participate in public meetings, and testify in eminent domain proceedings as required. Reviews petition and provides information to Legal. Performs complete discoveries for condemnation cases and explain processes to non-technical audiences.

- May conduct major, multi-tract land sales by sealed bid process, including coordination of survey, appraisal, environmental assessments and various types of negotiations with the buyer or their brokers, including but not limited to, indemnity or environmental agreements.

- May participate in the planning and development of client’s owned parks and environmental learning centers. Identifies specific tracts of land for potential sale to ensure that the client fund is adequately funded to support park land acquisition needs, consistent with correct land use.

- Prepares board agenda items and participates in public meetings.

- Performs work by traveling independently or with other staff to various locations (substations, power plants, water systems, etc.) as necessary.

- Provides day-to-day guidance and direction to less-experienced team members.
